Security designation levels ensure consistency and standardization of operations at IDOC's facilities. To effectively monitor operations from reception to discharge, designation levels offer a step-down program for inmates showing good behavior. The levels are designed to ensure continuity of services and flexibility to appropriately address inmate populations from reception through parole. Operations, such as inmate classification, program delivery, security and controlled movement, are similar at the same level facilities. The new levels encompass all five districts statewide.

The estimated annual cost of incarcerating an individual in a Department facility is derived by taking the annual expenditures of Adult Division facilities and all administrative costs and dividing the sum of these factors by the average annual inmate population of the facilities.

In sentencing an individual, the court shall consider, among other factors, the financial impact of incarceration based on the financial impact statement filed with the clerk of the circuit court by the Department of Corrections.
