What would happen is there was Fair Representation at the following conventions, if each person knew the following information:
Article 21 (b): Recognize that inter-country adoption may be considered as an alternative means of child's care, if the child cannot be placed in a foster or an adoptive family or cannot in any suitable manner be cared for in the child's country of origin; [Convention on the Rights of the Child]
Hague Convention Participants (Proof of free-will, consent, and adoptibility of a child, certifying no pursuasion of money was given to any parent in doing a child-trade)

APOSTILLES ACCEPTED BY HAGUE CONVENTION COUNTRIES
Documents to be used in a country that is a party of the Hague Convention must request the apostille from the Secretary of State where the document was executed. This apostille certification then eliminates the need to send the document to the US Department of State. Once an individual receives and apostille on a document and the document is going to be used in the Hague Convention country, the document is ready for that country.

Since the inception of the industry, do you think adoptees and natural parents are well-represented in these conferences?
Do you think it's time PPL world bastards become ambassadors to these meetings and make sure they know watch-dogs are making sure no child is being mis-counted or misplaced anymore?
It would seem, if so much money is being invested in child-placement via international adoption, there should be a group that watches-over the child placed away from his/her natural family, ensuring there is indeed, a measure of standardized care given to that child placed away from his/her natural family. There are needs that must not go unattended, and it must be realized that these needs last the lifetime of this displaced child. Moving a little one is a risk agencies have to take, sure...so those responsible enough to engage in the adoption practice should have no problem supporting the wishes of the combined efforts and life-time experience adoptees and parents from the closed era of adoption have to offer these agencies. Shouldn't they?

Apostilles...
I must honestly say that the whole Apostille question has been on my mind for a while - I did not know what to think of it...
Do I understand right??? Does it mean that we leave all legal decisions and legal documents to the sending countries. Receiving countries have no longer the right to check, the right to question?
And hereby denouncing on all responsability!
Then, no wonder the Apostille Convention is also from the Hague Conference.
