Georgia May Be First State to Pass Embryo Adoption Legislation. The Georgia House has now passed the Option of Adoption Act which could make Georgia the first state to create a legislative framework for embryo adoption. Potential "adoptive parents" of an embryo would be treated as if they were adopting a child and the law, if enacted by the Georgia State Senate and signed by the Governor, could have enormous implications for diverse areas of the law such as insurance liability, abortion, criminal culpability.
